The conclusion of its research into the unregulated market was that small scale of the problems it caused meant the oversight regulator would not take steps to introduce regulation. The Association of Costs Lawyers’ (ACL) annual survey of its members highlighted the risks of judicial inconsistency when dealing with costs.
