Senior police believe these syndicates are far more powerful than they previously suspected and say they operate across multiple states in a “scattergun” model, designed so the detection of one house does not cripple the overall business. Reporter Nino Bucci followed the trail of these syndicates all the way to the poorest provinces of Vietnam where most crop sitters come from before arriving to Australia on student visas.
