 Today's Highlighted Video Story:  The law in relation to Value Added Tax or ‘VAT’ confers a right to deduct the VAT paid on input expenditure for business activities. During the period 1974-1997, NHS Lothian had operated a number of scientific labs which undertook some business activities. NHS Lothian did not reclaim the input VAT paid in respect of those years until after the enactment of section 121 of the Finance Act 2008, which provided that claims for recovery of input tax incurred in accounting periods ending before 1 May 1997 could be made without any time limit provided that the claim was made before 1 April 2009. NHS Lothian’s claim for repayment of the overpaid tax was rejected by HMRC.

 Today's Highlighted Video Story:  Once so picturesque it was nicknamed the "Switzerland of the Donbas", the eastern Ukrainian town of Sviatohirsk today lies in ruins. It was recaptured by Ukrainian troops in mid-September after being occupied by Russian forces for nearly 100 days. Some locals welcomed the arrival of Russian troops, while others still struggle to contain their anger at the former occupiers. Sviatohirsk has long been known for its mixed loyalties and strong cultural ties to Russia.  Today's Highlighted Video Story:  The number of people killed in Iran’s Evin prison fire has risen from four to eight, the country’s judiciary said. Officials said dozens more were injured in the blaze in the Tehran jail, which is known for holding political prisoners and dual nationals. The cause of the fire is disputed: the judiciary says the fire began in a prison workshop after a fight among inmates, whereas state TV claims it was a "premeditated" escape plan by prisoners.
