FOCUS OF THE DAY: A Court of Appeal judge has criticised parties for their ‘cavalier approach’ to litigation and sent a warning that this will no longer be tolerated. Ruling in The Prudential Assurance Company v HM Revenue & Customs, Lord Justice Lewison (pictured) said the case involving dividends paid on shares in foreign companies had been running since April 2003 and it still ‘remains to be seen’ whether an end is in sight. FOCUS OF THE DAY: World Bar leaders unanimously agree new Edinburgh Declaration on rule of law principles. A shortage of funding for access to justice risks undermining public confidence in the rule of law, the president of the Supreme Court has warned. Giving the closing keynote address to the Independent Council of Advocates and Barristers in Edinburgh, Lord Neuberger said that one of the 'great problems' about access to legal representation was the 'high cost of lawyers' coupled with a dwindling legal aid budget. The group is a more organised successor to the Access to Justice Action Group that fought against the 2013 LASPO reforms, and is promising a “properly funded, co-ordinated and directed strategic campaign”. FOCUS OF THE DAY: Proposals to change the way the House of Lords scrutinises secondary legislation have been firmly rejected by a committee of Peers. The Strathclyde Review outlined three options for change. These were: no scrutiny at all by Lords; reframing an earlier convention to the effect that Lords’ ability to reject secondary legislation would be “left unused”; and new legislation removing Lords’ powers to reject secondary legislation but allowing them to ask the Commons to “think again”. Today's video story: Indian state Maharashtra's Revenue Minister Eknath Khadse made a visit to Latur earlier today (April 15) to inaugurate an irrigation project. The project will supply 30 lakh litres per day water to Latur, but the irony is that for this project, for the minister to land in his chopper, 10000 litres of water was wasted. When questioned he says what's wrong if a little water is used for such things.

Today's video story: Labour has called for Culture Secretary John Whittingdale to withdraw from press regulation decisions after news of his relationship with a sex worker. Four newspapers knew about the relationship, which ended in 2014, but decided not to publish the story. Shadow culture secretary Maria Eagle said it had left him "vulnerable" to pressure from the press. Mr Whittingdale, who says he had not known the woman was a sex worker, said it had not affected his decisions.
